If this wasn't sad, it would be funny. It's fairly common to allow people that are convicted of drug-related offenses to go through treatment, instead of prison. This carries a substantial risk that the addict has no intention of getting clean and is just searching for an easier alternative to prison. Even so, there is some hope of planting a seed for the future.

Oregon decided to reduce the penalty for hard drug possession to a $100 fine (which most addicts will never pay) and eliminate that fine if the addict agrees to call a hotline for a "health assessment" (which most don't bother to do).

Prepare to gasp, but this didn't help! :rolleyes:
